Despite speculation that Harry volunteered to ‘take over’ from his father, Charles, following his cancer diagnosis, new reports indicate that this scenario is extremely improbable.

If the monarch is briefly unable to perform their duties due to absence or incapacity, designated Counsellors of State step in to assist. These persons receive authorization through Letters Patent to undertake official responsibilities on behalf of the monarch. On November 21, 2022, Lord True introduced the second reading of the Counsellors of State Bill 2022-23 in the House of Lords. During this presentation, he highlighted amendments stating that henceforth, only “active members of the royal family” would serve as Counsellors of State.

According to the updated regulation, even though Harry and Prince Andrew presently possess the titles of
Counsellors of State
They are not able to formally aid the King. The position of Counsellor of State is initially granted to the monarch’s spouse, succeeded by the first four individuals in the line of succession who have reached 21 years of age. another reason
That supposedly prevents him from doing so. According to royal author Tom Quinn, Prince Harry initially proposed taking on a provisional royal position during his trip to the UK for meetings with Charles. Quinn elaborated:
